As a Director within DeSimone's Property Loss Consulting group, Richard Ladroga provides leadership, management, and technical oversight of the firm's energy team.

With over 28 years of professional experience as an electrical power systems engineer, Mr. Ladroga has earned extensive experience in analysis, design, testing risk assessment, and forensic investigations of a large variety of projects involving electrical power systems. He has performed electrical substation design to 500 KV. Throughout the course of his career, he has also performed electrical system design for power generation facilities, including nuclear, fossil fuels, and hydro; for large scale microwave communication systems; large scale wastewater treatment systems; aluminum and steel ore smelting foundries; petrochemical, drilling fields and refineries; pulp and paper manufacturing; mining; and industrial.

Mr. Ladroga has also performed numerous electrical contact investigations. These investigations involved either serious personal injury or fatalities. Mr. Ladroga has contributed his expertise to revise electrical safety training manuals and courses in the industry. 

Mr. Ladroga earned his Associates Degree in Electronics Engineering and his Bachelor's Degree in Electrical Engineering with a concentration in Power Systems from Worcester Polytechnic Institute.

Leonardo P. Garzon, P.E., Director at DeSimone Consulting Engineers (Southwest, Caribbean, and Latin America)

As a Director of DeSimone’s Property Loss Consulting (PLC) service in the U.S. Southeast Region, Caribbean, and Latin America, Leonardo Garzon provides technical oversight and management of the firm’s PLC team in these regions, encompassing both pre and post-loss services.

With more than twenty years in the design, construction and insurance industries, Mr. Garzon has extensive experience in the evaluation, risk assessment, forensic investigation, and remedial design for a variety of structures and infrastructure projects. He has assisted leading insurance and reinsurance companies, their representative attorneys, and independent loss adjusters in high-value disputes, evaluated the scope and nature of losses, and provided pre-loss risk assessments for Property in the Energy, Oil, Commercial and Residential sectors throughout the U.S. the Caribbean and Latin America.

Mr. Garzon has also assisted multiple clients with the design an evaluation of flood protection systems, and has evaluated their performance following significant flood events.

In his previous role, as Principal Risk Engineer, Mr. Garzon reviewed the technical aspects of a wide range of construction projects in the U.S. and Latin America, and advised underwriters on the exposure to natural perils, as well as the quality of contractors, the adequacy of construction schedules and construction methods, and proposed construction budgets in the political and cultural environment. He has also assisted claims managers assessing reported losses.

Leo earned his Master’s Degrees in Civil Engineering and Engineering Mechanics from Columbia University (New York, NY).
